ROBERT CLOFINE was born on May 30, 1956 in Philadelphia, Pennsylvania. He is a 1978 cum laude graduate of Villanova University and a 1982 cum laude graduate of the University of Pittsburgh School of Law, where he served on the Law Review. His office is located at 120 Pine Grove Commons, York, PA 17403.

In May 2000, Mr. Clofine became the 6th Pennsylvania attorney to be Certified as an Elder Law Attorney by the National Elder Law Foundation (NELF). NELF is the only organization accredited by the Pennsylvania Supreme Court to offer a certification in elder law. There are still fewer than a 40 Pennsylvania attorneys who have received this certification. Mr. Clofine has been quoted and mentioned by USA Today, Money Magazine, Kiplinger’s Personal Finance, Kiplinger’s Retirement Report, The Wall Street Journal, Bloomberg Personal Wealth Manger, Mutual Fund Magazine, Fortune and Forbes in articles dealing with estate planning and elder law.

Attorney Clofine is a past Chair of the Elder Law Section of the Pennsylvania Bar Association. He is also a member of the American Bar Association, Real Property and Probate Section and the York County Bar Association, where he is the former Chair of the Estate Planning and Probate Section.

AREAS OF PRACTICE

Since 1985, he has been engaged in the private practice of law in York, Pennsylvania. His practice focuses in the following areas:

ELDER LAW, including nursing home asset protection, Medicaid planning, planning for incapacity, long-term care and other health care matters as well as traditional estate and tax planning. He has been a member of the National Academy of Elder Law Attorneys since 1991.

ESTATE PLANNING, including the preparation of wills, trust agreements, powers of attorney, health care declarations, pre-marital agreements, federal estate and gift tax planning and charitable giving.

ESTATE SETTLEMENT, including probate and probate avoidance, all matters pertaining to the settlement of estates, the preparation of Pennsylvania inheritance tax and federal estate and gift tax returns.  


RECENT PROFESSIONAL LECTURES

Attorney Clofine has been a lecturer for the Pennsylvania Bar Institute. The PBI is the arm of the Pennsylvania Bar Association that conducts continuing legal education seminars for lawyers across Pennsylvania. Attorney Clofine has participated in the following programs:

Elder Law Update. November 2008. Attorney Clofine was the course planner for this program along with Carol Sikov Gross from Pittsburgh. Clofine lectured at the live program in Philadelphia and the satellite presentation that was broadcast to 13 locations across Pennsylvania.

Nuts & Bolts of Medicaid. August 2008. Mechanicsburg, PA. Attorney Clofine lectured on nursing home asset protection strategies. Other members of the panel were Stanley Vasiliadis, Esquire and Jeffrey Marshall, Esquire.

Eleventh Annual Elder Law Institute. July 2008. Harrisburg, PA. Attorney Clofine lectured as part of the opening "Year in Review" plenary session along with his colleague, Jeffrey Marshall, Esquire. Clofine conducted a review of the significant elder law cases of the past year. He also served on an expert’s panel discussing the gray areas of Medicaid. 

Ninth Annual Estate & Elder Law Symposium. February 2008. Philadelphia, PA and Mechanicsburg, PA. Attorney Clofine was the opening speaker at the "Year in Review" plenary session. He conducted a review of the significant developments in estate and elder law.

Saving the Assets of an Individual Entering a Nursing Home After the Deficit Reduction Act. February 2007. Mechanicsburg, PA. Attorney Clofine lectured on life estates, the Family "Caregiver" Exception to Medicaid Transfer Rules and the overall impact of this new law on Medicaid planning.

Ninth Annual Elder Law Institute. July 2006. Harrisburg, PA. For the seventh consecutive year, Attorney Clofine lectured as part of the opening "Year in Review" plenary session. He conducted a review of the Deficit Reduction Act of 2005. He also lectured on significant elder law cases of the past year and served on an expert’s panel discussing nursing home Medicaid issues.
